Forsvarsbygg (the Norwegian Defence Estates Agency), henceforth referred to as the Awarding Authority, procures nationwide and large scale building and construction works. The majority of the works and services are executed by external companies, but the Awarding Authority also has a certain amount of own production, particularly in relation to management and maintenance of the buildings.

The Awarding Authority wishes to increase the efficiency of the procurement from companies in the building and construction works trade. The Awarding Authority requires a flexible agreement concept which also safeguards the procurement regulations' requirement related to serial purchases. A major part of the requirement for contractor services in the building and construction works sector is therefore requested to be purchased through a two year geographically divided framework agreement with option for 1 calendar year + 1 calendar year prolongation.

The new framework agreement shall primarily meet the Awarding Authority's requirements for call-offs related to operational services, reconstruction works and maintenance assignments. The call-offs placed against the framework agreement will mainly be hourly services as well as equipment and materials in connection with operational services, service, maintenance and smaller projects. The Awarding Authority would also like to benefit from the service providers' ability to plan, administer and coordinate construction works and maintenance assignments which viewed in isolation are considered relatively small, but in total amounts to a considerable portfolio.In order to accomplish the best possible cooperation, the service provider and the Awarding Authority shall provide mutual information on how future assignment shall be conducted in such a way that the coordination of the assignment and organised planning can be made. By doing this unnecessary improvisations, diversion of resources and halts in the remaining production network are avoided.
