The Norwegian Government Agency for Financial Management (DFØ) invites to an open tender contest for payment and account management services with accompanying supplementary services for governmental enterprises. The tenderers shall be a financial institution or equivalent, henceforth referred to as banks. DFØ will enter into a framework agreements with maximum 4 banks provided there are a sufficient number of suitable tenderers. The duration of the framework agreements with accompanying supplementary agreements is 3 years with option for a further 1 year prolongation.
The transaction volume in the Norwegian State's group account system is expected to be in the range of 60 000 000 to 70 000 000 NOK payment transactions per annum, of which approx. 15 000 000 to 20 000 000 NOK are payments and approx. 45 000 000 to 50 000 000 NOK are disbursements.
The administration of the Norwegian State's krone liquidity is safeguarded by the Norges Bank, and all governmental liquidity shall be collected in the Norges Bank on a daily basis. The Norwegian State's accounts in banks framework agreements are entered into, shall be connected to the group account system in Norges Bank.
