Short description

The contract is for operational services for the ID-Portal/MinID with production environment and accompanying test environment. The contract includes options for operational services of OEP, SMP-ELMA, a message routing system, as well as an SMS dispatch service.

The ID-Portal is a trust anchor. It is a central component for service owners in the public sector, and connects the ID-Portal, service owners and e-ID suppliers. MinID is a level 3 e-ID which offers authentication based on one-time codes via SMS or PIN-codes by letter mail.

The digital contact registry is an authoritative source for electronic contact information for individuals with Norwegian national identity numbers. The contact registry was established in 2012 and is administered as a shared component for the public sector. The digital contact registry contains an exclusion register which shall also be included in the operational services agreement.

Delivery of requests for qualification (the application).

The application for prequalification shall be submitted electronically by the stipulated deadline and using the Mercell portal (www.mercell.no). Applications submitted following the deadline will be rejected. Furthermore, the Mercell system does not enable the submission of applications following the deadline.

If the tenderer is not a registered Mercell user, or has questions in relation to the functionality of the system, then please contact Mercell Support by telephone: +47 21018860 or by e-mail: support@mercell.com.

It is recommended that the application is submitted well before the deadline, e.g. minimum 1 hour prior to the deadline. If there is additional information from the awarding authority which leads to changes in an already submitted application before the deadline expires, the tenderer can modify the application send it in again right up until the deadline. The last received application before the deadline is regarded as the final version.

The application requires the use of an electronic signature. In conjunction with the submission of the application, the tenderer will be asked for an electronic signature in order to confirm the identity of the tenderer. Electronic signatures can be obtained from www.commfides.no, www.buypass.no, or www.bankid.no.

Regarding electronic signature for foreign service providers.

Note that the Mercell portal supports the following electronic signatures from Sweden and Denmark:

— Sweden: Svensk Bank ID, Nordea.

— Denmark Nem ID, TDC/OCES.

In the EU, Mercell uses a service delivered by Unizeto (www.unizeto.com) through an agreement with DIFI and the EU project PEPPOL (www.peppol.eu). This service supports most X.509 certificates, however it is not possible to list all the relevant certificates.

Mercell recommends that tenderers test the signing by way of these certificates. The test functionality is available in the registration/delivery of tender stages.

Please note that it may take a few days to obtain an electronic signature. It is therefore recommended that the tenderer initiates this process ASAP.
