Danida has supported the Provincial Health Directorate of Tete (DPS Tete), Mozambique, since 1992. During the initial phases substantial investments were made in infrastructure and system building at provincial levels, including means of transport. In the context of the current support (Health and Nutrition Sector Programme Support, Phase V), DANIDA continues to provide financial assistance to the health sector with specific focus on Millenium Development Goals 4, 5 and 6 including sexual and reproductive health and rights. The outcome of the support is measured – among other things – in the decline of maternal mortality. Knowing that one of the key barriers to decreasing maternal mortality is the non-existence of effective and efficient transport system, Danida has been requested by the Ministry of Health and the Directorate of Health of Tete Province to develop a well-functioning and efficient transport management system.

The present assignment concerns provision of short-term (on demand) technical assistance in the area of transport, to the Director of Transport in the Ministry of Health and to the Tete Provincial Directorate of Health for ensuring that the implementation of the developed Transport System Strengthening Plan is implemented effective and efficient and as a result will contribute to the objective of improved health outcomes in the current phase of support.

The entity selected should have knowledge and experience with:

— Developing and maintaining transport system in the health sector in Africa, both at national and local level, and preferably from Mozambique;

— Setting up a sustainable system that provide "value for money";

— Policy dialogue and technical competencies within transport for better health;

— Working in multi-sectorial, multicultural and complex environments.
