The Norwegian mapping authority is an administrative agency that runs periodic accounting, but that also submits statutory cash-flow accounting.

It is essential that the new ERP system safeguards reporting requirements both for periodic accounting and the cash principle.

The Norwegian mapping authority wants to establish a purchasing agreement with a supplier for procurement of an ERP system, which shall replace the current finance system and payroll-personnel system from Bluegarden solutions Formula. In addition a separate support and maintenance agreement will be entered into for the same system.

The following solutions are included in the contract:

— Accounting (general ledger, account payable, accounts receivable, cash flow accounting, reporting);

— Facilities and raw materials accounting;

— Outgoing invoices;

— Collecting of outstanding;

— Warehouse management;

— Incoming invoices;

— Project management and time use;

— Wages;

— Absence management;

— Travel administration;

— Self service Web.

In addition we want options for the following:

— Purchasing management;

— Budget management;

— Business management;

— Skills management;

— Salary negotiations;

— Surveys.

The scope of the procurement means that The Mapping Authority will adopt a number of modules that were previously not procured or put to use.

This applies to travel administration, facilities and raw materials accounting, design management, purchasing management, business management and skills management.

It will be an absolute requirement to submit tenders that give solution for all of the above named subject areas and all options in the competition, with exception of the modules for salary negotiations and surveys.

The procurement will comprise services in connection with implementation of the chosen solution.

— Project management/planning;

— Establishing of interface and integration with other specialist systems;

— Installation;

— Testing;

— Conversion of database;

— Training.

Separate support and maintenance agreement shall be established with the same supplier.

More information about the procurement purpose and scope will be sent to the qualified suppliers who are invited to submit offers.
