GENERAL
Fingrid Oyj, the Finnish national transmission system operator, is initiating this procurement process for one (1) 20 kV 63 MVAr and one (1) 20 kV 63 MVAr optional
Oil filled shunt reactor with the intended preliminary delivery time in spring 2026 for Länsisalmi substation in Finland. The precise delivery time will be finalized during the negotiation phase.
Fingrid is working in close cooperation with the City of Helsinki and Helen Electricity Network to construct Finland’s first 400 kV
cable link in the main grid. More information

our operating model, the network of services and good suppliers as well as good co-operation between different contractual
partners are especially important. We require all our contractual partners to be aware of Fingrid’s significant duties as responsible
transmission system operator in Finland and to commit to responsibility of the economic, social and environmental impact of their
operations.
The delivery of reactor, including all needed transportation and erections, will be performed as turnkey deliveries. The reactor
delivery will be separate from the substation construction projects performed by other contractors, however, there is a need to
coordinate the delivery of reactor with the construction work at site.
DELIVERY
Delivery of one 20 kV, 63 MVar shunt reactor including:
- Manufacturing of reactor with fittings and accessories
- Testing,
- Sea transportation to Finland,
- Transport to the site in Finland. The Supplier may choose the means and route of transportation.
- Unloading on the foundation, erection, testing and commissioning at site.
- All organizational work needed for logistics: arrangement of transportation from factory to site, customs clearance and forwarding

Detailed schedules shall be given at a later stage of the procedure.
PRELIMINARY SCHEDULE OF THE PROCUREMENT
Fingrid will use the negotiated procedure for this procurement of shunt reactor.
The negotiated procedure will tentatively go as follows. Fingrid, however, reserve all rights to revise and edit the schedule during
the process.

APPLICATIONS AND THEIR EVALUATION
All candidates, who have submitted the application within the set deadline and who meet the minimum requirements set for the
candidate’s eligibility will be selected to the negotiated procedure.
NEGOTIATIONS
Negotiations with all selected candidates will take place tentatively after the deadline. Invitations to negotiations will be sent out
when to the selected candidates when the PQ-phase has ended.
Negotiations will most probably be held through teams-application or similar conference call program.
FINAL CALL FOR TENDER
When the negotiations phase has ended, Fingrid will launch the final call for tender.
