By contract notice 2010/S 39-057711, Banedanmark put out to tender a contract for the delivery of a Design, Building and Maintenance of a Signalling System for Fjernbane East according to the rules of the then current Utilities Directive. The contract was concluded with Alstom Danmark A/S and Alstom Belgium S.A and Alstom Ferroviaria S.p.A. and signed on January 31, 2012

Alstom Danmark A/S has since been dissolved in connection with a merger and the contract has therefore been transferred to Alstom Transport Danmark A/S. Banedanmark announces with this notice its intention to enter into an agreement to amend the contract.



The delivery conducted on the Fjernbane Infrastructure East Contract is based on a Change Over System (COS) migration strategy. The COS migration strategy is by this modification replaced with a No-Change Over System (No-COS) migration strategy for the roll-out lines RO 2, 3, 4, 5, 7N and 9.

The COS migration strategy requires intermediate equipment and an interface to the existing legacy systems to sustain and continue the ongoing train operation during migration. After commissioning of the new signaling system, this temporary equipment is required to be removed which entails further track closures.

The No-COS migration strategy does not require intermediate equipment and interfaces to the existing legacy systems, as the migration is conducted directly to the new signaling system and there are thus also no additional tasks after migration. The No-COS migration strategy also implies that a larger portion of the testing is done in a test environment instead of in traffic.

As a consequence of the modification the following deliveries are removed from the contract: 1) Temporary signaling for migration e.g. COS Box (hardware, installation & decommissioning), 2) Safety packages that are not necessary for the No-COS migration strategy - No-COS migration is done around the commissioning and only once instead of twice using COS, 3) Descope of the following resources needed for installation and decommissioning of temporary equipment: Migration Manager, Site Managers, Clamper, Engineer, Test and Commissioning Manager, Safety Manager.

As a consequence of the modification the following deliveries are added to the contract regarding Test & Test environment: 1) A Factory Integration and Validation Platform (FIVP), 2) Increased test automation for functional tests, 3) Enhancement to existing Test Control tool (Venus) and development of new tools to automatically run endurance tests simulating train runs, 4) Analysis tool update, 5) Increased test coverage with data directly coming from production, and 6) Update of Joint Test Laboratory (JTL) with further test procedures.

As a consequence of the modification the following deliveries are also added to the contract regarding Resources and equipment: 1) Increased capacity of the following resources needed to do No-COS migration: Migration Manager, Site Manager, Clamper, Engineer, Test & Commissioning Manager, Safety Manager and 2) Physical equipment needed to do installation of a short-term transition zone: 6 Marker Boards and 24 Balises.
