BACKGROUND:
The Ministry of Foreign Affairs seeks to undertake an appraisal of the third phase of the Peace and Stabilisation Programme for the Sahel and Coastal West Africa (PSP III) for the period 2024 - 2027. The programme is a joint programme with contributions from both the Ministry of Foreign Affairs (MFA), Ministry of Defence (MoD) and the Danish Police through a mix of Official Development Assistance (ODA) and non-ODA funds. Since 2013, the Sahel Peace and Stabilisation Programme (PSP) (first and second phase) has been an important instrument to address the drivers of fragility and conflict in the Sahel. The overall objective is to “Build regional and local capacity and contribute to mitigating instability in key border areas of West Africa”. Specific focus is on supporting; 1) building local conflict prevention capacities in support of at-risk communities in prioritised northern border areas of Benin, Côte d’Ivoire, Ghana and Togo, and in the Liptako-Gourma border area of Burkina Faso, Mali, and Niger, 2) building, strengthening and institutionalising regional human-rights-compliant law-enforcement training capacities with a focus on linking these to country-level capacities to address the intersection of transnational organised crime and violent extremism in Benin, Côte d’Ivoire, Ghana and Togo, 3) training and response capacities of prioritised regional and national institutions in counter-terrorism and detection and defeat of Improvised Explosive Devices (IED) in Benin, Côte d’Ivoire, Ghana and Togo.
OBJECTIVE:
The objective of the appraisal is to quality assure the PSP III and its related documentation in accordance with the MFA Aid Management Guidelines, including the guidelines for the Peace and Stabilisation Fund, and to make recommendations to help ensure that the programme documentation is in line with the Danida quality standards, strategies and requirements.
METHOD & OUTPUTS:
The appraisal will be conducted based on a desk review of documents and initial interviews with relevant key informants followed by a mission to Burkina Faso and Ghana and possibly a third country in the region.
The final methods/approaches will be discussed within the team and with the relevant Embassies before the mission.
The appraisal team is expected to provide the following outputs: 1) A Mission Preparation Note outlining the main issues of concern and methods within the framework of the appraisal. 2) A de-briefing power point highlighting key findings and recommendations. 3) A draft pre-appraisal report with key findings and recommendations. 4) A final pre-appraisal report which should include an elaboration of the key findings as well as recommendations.
TIMEFRAME:
The appraisal is expected to start in around mid-April 2024, and conclude by the 18th of June 2024. The mission is expected to take place from around mid-May 2024.
CONSULTANTS:
Three senior international consultants/experts are required for this assignment. The team should include:
1)A human rights, mediation and conflict prevention specialist,
2)A security/defence and stabilisation specialist
3)A Financial Management Expert with experience with DANIDA Aid Management and Financial
Management Guidelines (desk based only).
Consultant 1or 2 should be team leader for the external consultants. Consultants 1 and 2 are expected to have a very good working knowledge of English and French, while Consultant 3 should have a good working knowledge of English and some knowledge of French. The appraisal report will be written in English. Consultant 1 and 2 should have experience from West Africa. The appraisal team will be led by a chief advisor from the Evaluation, Learning and Quality department of the MFA.
BUDGET:
The budget maximum is DKK 650,000.00 net of VAT.
