Short description

Background and context The interlinkages between climate change and peace and security have become increasingly clear in recent years, and the evidence base is growing rapidly. The issue has come to the agenda of the UN, EU, NATO, AU among others. Donors and implementers are beginning to mainstream climate, peace and security concerns, and the number of specific projects targeting the nexus between climate change and conflict is on the rise. The Danish Peace and Stabilisation Fund (PSF or Fund) is an instrument based on a Whole-of-Government Approach. This is done through joint financing, planning and implementation drawing from both Official Development Assistance (ODA) and non-ODA funding sources. The Danish authorities involved in the management of the Fund are the Ministry of Foreign Affairs (MFA), the Ministry of Defence (MoD), and the Ministry of Justice (MoJ). The objective of the Fund is to develop regional, national and sub-national capacities to improve the conditions necessary for preventing the outbreak, escalation, continuation and recurrence of conflict. Climate, Peace and Security is one of the Fund’s crosscutting priorities, which means that it should be considered in all PSF programming and included where possible. Purpose The purpose of the assignment is increase the ability of Denmark and other donors to meaningfully take into account the interlinkages between climate, peace and security in relation to peacebuilding and stabilisation activities, especially in the identification and formulation phases of programming. Lessons learned from existing projects and activities should be leveraged to provide insights on best practice. Examples of successful approaches should be included. Care must be taken to ensure that the guidance note adds to and fills gaps in the existing literature. The guidance should be useful for MFA units implementing PSF programmes or projects, and more generally for peacebuilding and stabilisation donors and experts in programming, and policy development as relevant. The geographic scope is fragile and conflict-affected, as well as ODA-eligible, countries. The Danish PSF is one target group, but the guidance note should be internationally applicable to all funding mechanisms for peace and stabilisation. Objective The objective of the assignment is to develop a hands-on guidance note on how peacebuilding and stabilisation actors should implement climate, peace and security activities, based on best practices and available knowledge products. Scope of work The scope of the work is to conduct the necessary research to then write a succinct and implementable guidance document. A drafting workshop with MFA staff in Copenhagen can be included. The draft document will be presented and discussed at two separate events, one in Copenhagen and one in London. Input from these events will feed into the final document. There is an option to launch the document at an event in New York depending on the suitability of the product and scheduling questions. The Consultant will further specify the scope of work in the tender. The inception report/work plan will be used to align expectations with the Responsible Unit. Deliverables (output) The deliverables include: •Inception report/work plan (i.e. a detailed description of the Consultant’s approach in order to achieve the objective) •To be determined: Drafting workshop in Copenhagen •Draft guidance note •Presentation of the draft document in Copenhagen and London respectively •Final guidance note •To be determined: Launch event in New York Timing The assignment begins 25 March 2024 and ends 31 October 2024. The main body of work will be in the period from March to June. The draft guidance note must be ready for presentation in early June 2024. Methodology The Consultant will propose a methodology for the assignment. The expectation is a mix between interviews and desk studies, although the Consultant can suggest otherwise. Qualifications and Competence of Staff The Consultant will assign a responsible team leader. If the consultant so wishes, additional team members may be included. The suitability of the team will be evaluated as a whole. •General Qualifications oMinimum requirement: Relevant masters’ degree or higher. oWish: Ten years working experience with Climate, Peace and Security, peacebuilding and stabilisation, and similar. •Adequacy for the Assignment oMinimum requirement: Experience related to projects in the field of Climate, Peace and Security. oWish: Experience in developing guidance documents. oWish: Previous work for Danish or other MFAs on peacebuilding and stabilisation. oWish: Previous work for military and/or justice institutions. Estimated budget and level of effort The maximum budget for the assignment is DKK 500.000. The budget of the contract must cover both fees and reimbursable expenses net of VAT. The expected level of effort is between 300-500 hours. The Consultant may work from a location of her/his own choosing.
