BACKGROUND: Since the beginning of the war in Ukraine, Denmark has provided significant humanitarian, political, military, and financial support to Ukraine. In April 2022, an agreement established that Denmark were to assume a leading role in the reconstruction of Mykolaiv - one of six frontline regions that has been most severely damaged by the war. The ongoing reconstruction assistance to Ukraine is guided by the “Strategy Note for Danish Assistance for Early Reconstruction in Mykolaiv/Ukraine 2023-2024”. In 2022, Denmark’s support to early recovery and reconstruction amounted to DKK 310 million. In 2023, Denmark’s support to reconstruction in Ukraine amounted to DKK 600 million. In 2024, DKK 631 Million have been earmarked for reconstruction. Approximately 60 pct. of funds allocated to reconstruction are earmarked for social infrastructure in Mykolaiv. The remaining 40 pct. are allocated to national level reconstruction, mainly within the area of energy infrastructure. OBJECTIVE: The purpose of the review is to provide an independent assessment of the current performance of Denmark’s civilian support to early recovery and reconstruction in Mykolaiv/Ukraine. Furthermore, the review will inform decisions about Denmark’s support for early reconstruction in Ukraine throughout and beyond the lifetime of the Strategy Note, which expires by the end of 2024. The review will focus on the civilian reconstruction efforts and inform decisions regarding possible adjustments needed for the further implementation of the Programme. METHOD AND OUTPUTS: The review will be conducted based on a combination of a documentary review and interviews with key stakeholders. The review team will undertake a field mission to Ukraine. The review will include the following outputs: 1) A Mission Preparation Note (MPN) outlining key issues of concern and a refined methodology, updated schedule and details about the field mission. 2) A debriefing presentation highlighting key preliminary review findings and recommendations to be presented at the end of the field mission. 3) A draft review report including findings and recommendations. 4) A final review report. TIMEFRAME: The review is expected to start mid-May 2024 and end with the submission of the final review report end Mid July 2024. The 10 – 12 day field mission to Ukraine (incl. travel days) is foreseen to take place early June 2024. CONSULTANTS: Two external international consultants/experts are required for this assignment. These include: 1) Expert in development programmes in the energy and / or water sector, with strong experiences from in early recovery and reconstruction development programmes. 2) Expert in financial management and MEAL processes in development aid. One of the consultants will act as team leader for the external consultants. Both consultants must have very good working knowledge of English and Danish, and have regional experience. The review team will include two staff from the MFA, one from the Department for Evaluation Learning and Quality and one from the Department of Financial Management of Development Aid. The staff from the Department of Evaluation, Learning and Quality will act as team leader for the Review Team. BUDGET: The budget maximum is DKK 600.000 net of VAT.
