1. Description of Requirements The World Health Organization (WHO) invites vendors to submit an Expression of Interest (EOI) for selection of a qualified vendor for a non-exclusive Long Term Agreement (LTA) to support the WHO Europe in maintaining and further developing the information tools for integration and dissemination of WHO Europe’s data which address the following objectives: a. New developments and maintenance of the existing information infrastructure of the European Health Information Gateway and its data warehouse and their components. b. Develop Interactive data visualization that meets clients’ needs c. Implement tools allowing back office staff to access and manipulate data on a secure and smooth way d. Develop a portal for administrator providing supervision and communication tool with the data providers e. Website development with excellent user interface experience and optimization for mobile devices f. Application Programming Interface development for integration with various data sources g. Presentation of data using tools for Geographical Information System h. Migrate the existing database and setup a database structure able to manage exponential volume of records i. Promoting of data portal on Internet and help develop tools for search engine optimization j. Contribute to writing and review technical documents WHO intends to invite selected vendors to participate in a formal solicitation, via a Request for Proposals (RFP), at a later stage, for the above requirements. Complete details of the requirements will be included in the solicitation documents. 2. Minimum Criteria for Vendors Companies can only participate in this Request for EOI from WHO after completing their basic registration (free of charge) at the United Nations Global Marketplace (
www.ungm.org). WHO Europe is seeking functional and technical skills in the following areas of software development and maintenance: • Software development in Umbraco CMS, .NET Microsoft framework,.NET Core, Microsoft SQL Server • Microsoft OS system and database administration (Microsoft SQL server, Microsoft Windows) • Project management • Business analysis • JavaScript-based interactive data visualization implementation (High-Charts, D3.js) • Design (User Experience (UX), User Interface (UI), Interaction (Motion) and/or Visual (Graphic design)) • Search Engine Optimizations - Minimum requirement of the vendor: 1. The vendor should be a legally established company with at least 5 years’ experience in the field of web-based information systems and data visualization 2. At least 3 years of professional experience with WHO 3. Expert knowledge of English and staff with Intermediate knowledge of Russian 4.
