This is an invitation for all potential system or service suppliers to provide information on their passenger security check solutions. Finavia invites all the potential suppliers with a solution either in full production readiness or in development stage to participate in this market survey.

BACKGROUND

Finavia operates 19 regional airports in addition to Helsinki Airport. 17 of the regional airports have passengers and thus security check for the passengers. Annual passenger figure varies from 10k to 1m and the daily passenger flight number from 1 to 40. The busiest days occur at Lapland Airports in the North during the winter, as the incoming leisure traffic is strong and growing.

Each regional airport has 1-4 security check lines with slightly different set ups, but all of them have rather low level of automation.

REQUIREMENTS FOR SOLUTION

Finavia is interested in received information about passenger security check automation solutions for a security tray handling automation and/or for a complete automated security check line.

A security tray handling automation solution would return the trays from the line end to the beginning automatically, which would reduce manual work. This solution could probably be installed on current setup with some changes.

A complete automated security check line would include all the parts and would probably not utilize existing setup. Full ATRS lane integrated with the Xray machine.

Regional airports have two major restrictions regarding the passenger security check operations:

The first is the strict dimensional restriction. Expanding the dimensions of the security check area most likely means expanding the whole terminal building. Dimensional expansion is excluded form this survey.

The second restriction is payback time. Finavia is looking for a cost-effective solution that fits to regional airports volume and cost structure.

The areas of the interest include at least the following:

• Dimensions

• Cost

• Stack capacity

• Delivery capacity

• Feasibility of existing boxes

• Box identification with the x-ray image

• Throughput

• Staff requirement

• Possibility of remote x-ray interpretation

• Maintenance

As an example, Finavia is looking a solution to airport where the dimension of the screening area is length 21m and width 13m and the area should fit three 15 m security lanes (please see the attached Screening area.PNG). Current setup using roller beds, Smiths detection x-rays, and Smiths detection trays. Tray dimension: 533x643x90 mm

Finavia is also looking solution to smaller checkpoints and different trays, in similar size.

Finavia reserves the right to invite suppliers for further discussions regarding this RFI to obtain information to necessary extent on market and suppliers providing relevant services, give out information regarding the needs of Finavia and to clarify any issues related to the object of the procurement. These one-on-one conversations with interested participants are preliminarily scheduled to be held during the fourth quarter of 2023.
