Statens Serum Institut (SSI) invites relevant stakeholders to a market dialogue as part of the preparation for an upcoming acquisition of a license for standard software capable of scanning DataMatrix codes and other types of codes. It is mandatory that the standard software can be used in "offline mode". The purpose of utilizing barcode scanner software is to support various task at SSI, but limited to the following strategic activities: -preparedness (against infectious diseases, biological threats, and the control of congenital disorders) -disease surveillance -diagnostics -biobanking. The barcode scanner software will only be employed and integrated in IT-solutions running under the SSI's domain name (*.ssi.dk). Statens Serum Institut (SSI) is under the auspices of the Ministry of the Interior and Health of Denmark. Our main duty is to ensure preparedness against infectious diseases and biological threats as well as control of congenital disorders. Read more about SSI: https://en.ssi.dk/about-us. SSI has developed an application (TCDK app) related to virus tests (e.g. Covid-19), where individuals can perform self-testing. In this context, SSI has acquired standard software licens’ to scan DataMatrix codes on test tubes and QR codes for a limited period of time. SSI now plans to acquire a license for scanning software that can be used for an extended period of time (expected duration of 6 years). The TCDK app is a preparedness app. SSI expects to use the standard software for other similar web applications as well. Read more about the TCDK app here: https://tcdk.ssi.dk/english/virus-monitoring-at-work Below are the criteria for the scanner software: • The scanner software must be a client-side, front-end component (e.g., JavaScript) that can be integrated into an ASP .Net Core 6 (and/or newer) Web Application. The web application will be accessible on various smartphone types and therefor the scanner software should deliver fast and reliable performance on these devices • Offline functionality of the scanner software. Since the scanner software will be used in a web app handling sensitive personal health data, it is required that the software neither up-loads, nor store any logs or data related to a scan • The software should have the capability to scan small DataMatrix codes (codes can be as small as 4x4 mm.), both with normal (dark code on light background) and inverted color scheme (light code on dark background). The software should also be able to scan QR codes and linear 1D barcodes such as EAN codes • Configurability of the scanner software to scan only a specific code type, such as DataMatrix codes, without reacting to or validating other code types • The software should be compatible with the newest versions of Chrome, Firefox, Safari, and Edge available on Android and iOS platforms • Maintenance of the standard software • Support for the newest and future iOS & Android devices. The market dialogue is carried out to ensure that the requirements set meet the actual needs and that the requirements are in line with what the market for standard software can offer. Providers of code scanning software solutions are invited to submit a short presentation of their standard software, as well as a brief company presentation and relevant references. Please include the below in the submitted materiale: • Short company presentation • Presentation of the overall functionality and concepts of the solution • Presentation of the expected price level and factors in pricing/cost drivers • Datasheet for the solution • References • Producers Standard terms and conditions. SSI is particularly interested in input for the price model, as we want to use a market-compliant model. Providers are encouraged to submit their interest no later than August 15th., 2023. SSI reserves the right to request further information and to invite to Teams meetings to clarify relevant information. Please submit expressions of interest via the electronic tender management system EU-Supply. Submitted materiale can be in English or Danish. Later in the process, SSI will consider sharing drafts of part of the tender material to test whether it is market compliant. SSI will inform about this on EU-supply. SSI is considering to request prices in the following tiers, where tier 2 is the default tier. •Tier 1(testing):10.000 scan/month •Tier 2(default):40.00 scan/month •Tier 3: 160.000: scan/month •Tier 4(escalation): unlimited scans. The estimated value of the acquisition is not stated, as SSI needs input from the market in order to estimate a realistic contract value.
