Short description

The Ministry of Culture and Equality announces the possibility to apply for compensation for a commercial public service broadcasting assignment. The Ministry will compensate a private commercial company for the net costs for the public service broadcasting assignment, including a reasonable profit, with up to NOK 150 million per annum. The contract period will be five years. The start-up is to be at the latest eight months after the contract has been signed. The start-up date must be clarified in the application. The public service broadcasting assignment (see chapter 5 in the notice) consists of, amongst other things, requirements to deliver daily nationwide news broadcasts with a base in the tenderer's central newsdesk, Norwegian or Sami language programmes for children and youths respectively, as well as premiers of Norwegian or Sami films and TV dramas. In addition the public service broadcasting assignment also requires that the tenderer must have its main editors and central news editors in Norway, at least 100 km outside the centre of Oslo. The Ministry of Culture and Equality would like to enter into a contract with the applicant that has the best plans for nationwide news broadcasts with a base in the tenderer's central newsdesk, Norwegian or Sami language programmes for children and youths respectively, and premiers of Norwegian or Sami films and TV dramas, see chapter 8. The applicant´s plans for this content will be included in the public service broadcasting assignment. See the notice documentation for further details. This is a support notice and the assignment is exempted from the public procurement rules. The assignment is being published on Doffin and TED in order to ensure as much publicity as possible around the assignment.
