The objective of the study is to give a description of different ways to apply the 70% rule, and their cost, versus benefits. Further, eventual side effects are of interest, such as potentially reduced operational security, effects on the quality of the price signal in various markets, effects on investment in new grid, effects on the stability of price areas, etc.
