This tender procedure concerns the award of contract for the acquisition and maintenance of a new Wayside Train Monitoring System, (WTMS) for hot box and hot wheel detection replacing the exiting WTMS located in Kalvebod km 05.3. The WTMS is monitoring the train traffic passing the Øresund bridge between Denmark and Sweden,
The system shall monitor passing trains for the dangerous defects: Hot box and hot wheels. The main aim is to ensure rail safety and avoid the potential or immediate risk of accidents in the tunnel.
The WTMS shall communicate with PC workstations in the Øresund control centre. The existing communication to the Øresund SCADA system will be dismantled.
If the WTMS detects a hot wheel, journal, or bearing on a train going towards the
Øresund bridge, the entrance signal (I-signal) at the Kastrup station will be set on stop, and the Danish traffic control centre FC-Kh gets notified that the WTMS has set the signal on stop. If the system detects a hot wheel, journal, or bearing on a train coming from the Øresund bridge, an alarm will be sent to FC-Kh.
Alarms and data are handled at FC-Kh where traffic dispatchers receive and handle all traffic alarms.
The WTMS must be modern and reliable to comply with the tender requirements. It shall be possible to utilize the equipment efficiently within the specified service life.
The importance of reliability when detecting faults and deficiencies of passing trains cannot be stressed enough. False alarms must not occur, as they result in disturbances and costs to rail traffic.
The occurrence of incorrect alarms would also result in reduced trust in the detection equipment and thereby increase the risk of incorrect handling when an incident arises that requires immediate action.
