The main aim of this procurement is to establish a framework agreement with one or several tenderers for the delivery of software, equipment and maintenance and assistance services for the department's alarm and access control system (AIA/AAK system, called AAK in this document). The contracts are for expansions and changes to the existing system and tenderers must, therefore, have access to equipment for and competence in this system. DSS [the Norwegian Government Security and Service Organisation] must at all times have a robust, flexible, well-functioning and future-oriented alarm and access control system.
The procurement is security graded, cf. FOSA [the Norwegian Defence and Security Procurement Regulations] §§1-3 (1) b, as tenderers will have access to security graded information.
After the qualification phase, the rest of the contest will be held outside the tender management system.
