Request for information - Digital identity program

Short description

Finnish government policy goal has been set to actively promote e-government services for citizens. In oncoming years digital service channel needs to turn out to be the default one and agencies must provide means for electronic services.

Electronic means of authentication are widely used in the Finland currently. There were about 110 million identification e-government authentication transactions during 2019.The estimate for year 2020 is 140 million. However, the current means of authentication are not available for everybody.

The Digital and Population Data Services Agency (DVV) of Finland is preparing in cooperation with the Ministry of Finance and The National Police Board the ‘Digital identity development program’. Goal of the program is to provide everyone an equal right to digital identity and mobile id-card in Finland.

Everyone also includes people who are not customers of banks or telecom operators and those with special accessibility needs.

In addition to the mobile application, alternative means of electronic authentication will be built. The alternative means of authentication can be used for electronic authentication in public access points, such as libraries or internet cafes.

The solution to be developed should make it possible for Finnish citizens to use services in other EU member countries – a feature that is missing from the Finnish eID ecosystem currently.

The purpose of this document is to request information about available solutions in the market. Vendors can widely describe their solutions, such as components, SDKs, API’s, authentication devices, partial SaaS services or a full SaaS service. DVV is open for suggestions.
