A large and increasing aid budget and greater requirements for documentation and control require a more streamlined management environment. This is the starting point for the reform of grant administration in the foreign service. It has been decided that Norad will remain an underlying agency, but the scope of the reform itself is still unknown. Norad and the Ministry of Foreign Affairs will have to transfer competence both ways and the work to concretize the content of the division of labor between the Ministry of Foreign Affairs and Norad. In this connection, Norad will start on various processes, which may involve major changes in the organization.
The need for technical support is realized through 2 framework agreements for the following sub-areas:
— Sub-area 1: Development of organization, organizational culture and competence,
— Sub-area 2: Management and employee development.
