The contracting authority is responsible for the municipality's traffic signals on roads. This includes i.a. traffic safety measures and traffic management of the road network. The Norwegian Public Roads Administration has equivalent responsibilities for the national roads network In order to improve the accessibility of public transport in Oslo, a new priority system is needed for the traffic signals.
