The contracting authorities were 29 network companies, which, in the regulations dated 11.3.1999 no. 301 (on measurements, settlement and coordinated conduct of energy turnover and invoices for network services), were obliged to implement advanced metering and management systems in each measuring place (for electricity consumption) by 1.1.2019. The contracting authorities have cooperated on this through a separate procurement project that, amongst other things, means that Nuri Telecommunications Ltd have delivered electricity meters with the accompanying communication equipment to the contracting authorities. The network companies entered into individual contracts with Nuri on 21.12.2015 after a contest that was held in accordance with the provisions in the utilities regulations.
The system means that communication between the meters and the central system is based on radio communication for the majority of the meters, and communication via the mobile network for the rest of the meters.
