Posten Norge is obliged to allow an external third party undertake measuring of the sending quality of letter post. The results are reported to the Ministry of Transport and Communications each quarter. We now wish to enter into an agreement with a third party. The sending quality is measured with the help of panels. The tenderer shall prepare and maintain a statistically correct survey system in compliance with the EU's standard ICS 03.240 (available from Norsk Standard). The tenderer shall recruit and maintain panel, perform the surveys provide weekly reports on findings. Furthermore, the tenderer shall quality ensure findings and the methods used for performing the surveys.
The tenderer shall provide all packaging and distribution of the test letters that shall be sent and received by the panel, including RFID chips (currently 120 000 letters per year, sent from and received in various parts of the country). The RFID chips will be procured by Posten Norge.
