Rogaland County Municipality will enter into a contract with Biblioteksentralen SA for a new digital platform for library services for the public. The system will include websites and applications.
The contracting authority believes that it is authorised to enter into a contract without prior competition. Based on our market research, Biblioteksentralen is the only tenderer that can deliver the integration with Bibliofil as requested by the contracting authority, both in terms of functionality and within the time frame required by the contracting authority and the libraries in Rogaland.
