Award of contract notice in accordance with the national regulations, the Public Procurement Regulations FOR-2016-08-12-974, (the procurement regulations), section 30-4: The contracting authority is not obliged to follow part IV, except section 30-7, when entering into contracts for health and social services for individual users, provided that:
(a) it is not possible to hold a proper competition without giving out confidential information on the user; and
(b) the user does not consent to giving out such information, or only consents to giving out such information to one or several specific suppliers.
