The Act relating to social services in NAV § 20A permits us to set conditions for activities for persons under 30, unless there are compelling reasons against it. Conditions must be closely related to the decision. They must not be disproportionately burdensome, or unreasonably limit the recipient's freedom of act and choice. There is currently no formal statutory requirement for activity obligations for persons over 30 years.
Ullensaker municipality wants to expand the duty of activities for recipients of financial social benefits to a general activity duty.
