The Norwegian Parliament decided 7.4.2015 to implement an obligation for municipalities to put into place terms on activity (activity obligation) when granting financial benefits in accordance with the Social Services Act. The aim of the activity obligation is to strengthen individuals' options for a transition to work or education, or to be self-sufficient in another way.
The aim of the procurement is to get knowledge on to what extent the activity obligation has been achieved, whether the activity obligation has other unintended consequences and the users and NAV guides' experiences with the activity obligation. Both qualitative and quantitative surveys shall/must be carried out.
