In the Sundvolden declaration the government plans a municipal reform. The government presented a notification on municipal reform in the Municipal Proposition for 2015. Both a progress plan and pages with contents for the municipal reform work are sketched in this notification. The aim is to make the municipal structure more robust.
All the country's municipalities are invited in autumn 2014 to participate in processes aimed at assessing and clarifying which neighbour municipalities can be merged. The County Governor is responsible for starting and coordinating the processes, which involves, amongst other things, standardised, local questionnaires and a standardised system for comparing the necessary facts in order to assess municipal mergers.
The government will present a parliamentary report in spring 2015 with proposals for new assignments for robust municipalities. The municipalities must decide on the mergers autumn 2015. If there is agreement, the municipal mergers can come into effect from 1 January 2018.
Drammen, Lier, Øvre Eiker and Svelvik municipalities would like to cooperate on the procurement of external assistance for, amongst other things, review work connected to the municipal reform. Drammen municipality c/o the chief municipal executive is announcing the competition on behalf of all the mentioned municipalities.
The main elements in the assignment will be to facilitate and manage processes, obtain a decision basis and carry out the necessary review work. This can be for both individual municipalities or for all the municipalities together.
The review work will, amongst other things, consist of highlighting different alternative forms of municipal cooperation:
1. review mergers/cooperation between the relevant municipalities;
2. review new assignments for the municipalities, cf. the government's notified parliamentary proposition spring 2015 on new assignments for the municipalities.
