The published assignment involved implementation of an organizational development programme (OD programme) for school owners. The OD programme is stage 2 in the school development project, henceforth referred to as SKUP. SKUP is a service provided by the Norwegian Directorate for Education and Training, henceforth referred to as the Awarding Authority, to municipalities which over time have had weak results in national tests.
Stage 1 in SKUP was a mapping stage where the purpose was to identify development requirements. The OD programme for the school owners shall be based on the mapping carried out in stage 1. The OD programme shall contain 3 two-day sessions during a year including guidance to the municipality’s management between sessions.
The objective is to encourage the municipalities to initiate development works on school owner and school levels in order to achieve an improved student results in the municipality. The Awarding Authority has entered into an agreement with 20 municipalities which shall participate in the OD programme for school owners.
The assignment shall be carried out in the period from November 2011 until December 2012. Total cost limit is 2 200 000 NOK, excluding VAT.
