Technical description of the procurement object: | The detailed list of works is provided in the technical specification attached to the procurement.
1. Preparation of project documentation Includes analysis of the existing system, development of the new architecture, preparation of diagrams and interface design. The objective is to create a complete technical basis for reconstruction of the Generator G‑2 control, protection and excitation system.
2. Design of the new control, protection and excitation system Development of a dual‑channel relay protection system, automatic excitation regulator, PSS stabilizer and control logic. The system must ensure reliability, safety and compatibility with existing and future excitation solutions.
3. Equipment procurement Includes new cabinets, protection relays, control panels, measuring transducers, power supplies, cables and software. All equipment must comply with industrial standards and be suitable for 24/7 operation in power plant conditions.
4. Dismantling and installation Existing equipment will be dismantled and new cabinets, cables, transformers, switches and junction boxes installed. Work is carried out in an operating power plant, following safety requirements and ensuring minimal impact on production.
5. Commissioning and configuration works Includes verification of measurement circuits, protection settings, tuning of the excitation system and PSS, automatic synchronisation tests and integration with SCADA and turbine systems. SAT and full complex testing will be performed.
6. Replacement of generator circuit breaker and measuring devices The existing oil circuit breaker will be replaced with a new vacuum circuit breaker, and new current and voltage transformers will be installed. This ensures measurement accuracy, protection reliability and compliance with modern standards.
7. Integration of the excitation system The existing static excitation system СТС‑1П‑230‑320 УХЛ4 will be integrated with the new control and protection system. The solution must allow future replacement of the excitation system with a dual‑channel system without redesigning the logic.
8. Integration with SCADA and automation systems Ensures transmission of signals, measurements, events and oscillograms to SCADA and interaction with the turbine control system. Standard protocols are used (IEC 104, Modbus, OPC).
9. Preparation of documentation As‑built documentation, user manuals, diagrams, cable lists, configuration lists and I/O lists will be prepared. Documentation must comply with VKG internal standards and IEC norms.
10. Personnel training Operational and maintenance personnel will be trained to use the new system, including protection principles, excitation control, PSS operation and SCADA interfaces. Training includes both theory and practical sessions.
11. Warranty and technical support The supplier shall provide at least a 24‑month warranty for equipment and 12–24 months for project works. During the warranty period, faults will be rectified and settings adjusted if necessary.
The bidder must consider that the Client may conclude separate contracts with other suppliers for equipment purchases.
The offer must include the consolidated price form attached to the procurement and a separate price offer for the proposed equipment.
The bidder may add new cost items to the consolidated price form, provided that all existing cost items are filled.
The deadline for submitting the offer is 16.03.2026.
