The skin tissues shall be delivered in accordance with quality requirements stated in the EU directives 2004/23, 2006/17, 2006/86, and the Norwegian regulations from 7.12.2015 no. 1430 regarding quality and security requirements for handling human cells and tissues. The agreement involves a considerable amount of human skin tissues for use at transplantation and highly specialised treatment of major burns injuries. In Norway only the Burns Injury Division (BSA) in Health Region Bergen provides such treatment and is consequently procuring the products. Hospitals in the Nordic countries and other places in Europa are producing their own skin tissues for treatment of burns injuries. The quality requirements for skin tissues used for such treatment are stated in the EU directives and these requirements are incorporated in the Norwegian legislation. When a supplier is selected, the ability to comply with the current Norwegian Regulations is emphasised. The Management of the Burns Injury Division who are following the international development on this particular medical area closely, knows of only 1 supplier in Europa who can deliver skin tissues for this purpose and who complies with the statutory quality requirements. The Management has been in contact with the specialist environment, suppliers and participated at exhibitions without finding alternatives. The products included in the contract can only be delivered by 1 particular supplier. Based on this the contracting authority considers it justifiable to enter into a contract without a prior tender contest.
