Short description

TASK  AND DELIVERABLES: 1) Project management: Provide a project workplan, including project budget, coordinated, and approved by the Nordic Council of Ministers and the NOBID project. 2) Qualitative insight and stakeholder consultations: Organise and conduct interviews with subject matter experts and key stakeholders with expertise and insight into the technical, legal, and organisational aspects of identity matching and data sharing between the population registers, in all the Nordic and Baltic countries, including Åland, Faroe Islands and Greenland. Organise at least two physical workshops with relevant subject matter experts and stakeholders from the Nordic-Baltic countries. Conduct and organise physical and virtual meetings and presentations to gather insight, share and validate results and create buy-in from relevant stakeholders, such as national digitalization agencies, population registries, relevant ministries, users, and relevant Nordic Baltic projects or initiatives. Participate in relevant workshops and meetings with the Nordic Council of Ministers, the NOBID project and relevant Nordic and Baltic projects. 3) Research and analysis: Utilise findings and existing reports from the Nordic-Baltic countries on identity matching and data sharing between the population registers. Conduct a legal analysis of opportunities and challenges for improved data sharing to enable secure and efficient identity matching, especially related to the registration, saving, updating, sharing and resharing of data between the population registries in the Nordic Baltic region. Conduct a technological research of feasible solutions for identity matching and data sharing mechanisms between the Nordic Baltic population registries to enable safe and efficient identity matching. Conduct an organisational analysis of the different needs and organisation of the Nordic and Baltic population registries. 4) Produce and publish report: Produce and deliver interim, draft and final report including analysis, best practices and recommendations. 5) Disseminate results: Produce and deliver infographics and digestible summaries to be shared with key stakeholders who have contributed to the report. Present key findings and the report at up to four relevant physical conferences to disseminate the results. ECONOMY: The contracting authority has set a maximum price of DKK 1,600,000 excluding VAT. LANGUAGE: Offer with a solution description and other documents must be prepared in English. The business language is also English.
