Expert in maritime simulations

Short description

South-Eastern Finland University of Applied Sciences (Xamk) is purchasing new maritime simulators in co-operation with Kotkan-Haminan seudun koulutuskuntayhtymä (Ekami) to be installed into our new Kotka campus in 2023. We are looking for expert consultancy in maritime simulators to aid our staff to prepare, define and score necessary features both in technical and in pedagogical aspects of this purchase, aid to put out this purchase to tender and attend to installation comparison processes and final supplier selection. Attendance at simulator delivery and final tests on site in Kotka during 2024 is desirable.

- the procurement is for expert consultancy in maritime simulator purchase
- total amount of work approximately 800 hours. The amount of work will be specified as the project progresses
- the expert work contains defining both necessary features of the simulators (DNV-GL class A) as well as desirable technical & pedagogical features, assisting our procurement and maritime departments to make procurement documents and score tables, scoring and valuation of the offers and helping to choose the final supplier(-s).
- main workload of approximately 600 - 650 hrs will be from January 2022 to the end of September 2022, then a minor part of ca. 100-130 hrs will be during first quarter of 2023 and a final part of ca. 50 -100 hrs will be on site tests and final approval of simulator delivery in Kotka, spring 2024.
- it is necessary for the consultant to participate in the simulator purchase team meetings, on site at Kotka campus or remotely by Teams or similar
- if any of the expert duties necessitates travelling for any reason it will be by mutual agreement and Xamk is responsible for these costs
- the consultancy duties include necessary documents to be prepared and made that are determined by the simulator purchase team leader, and to be finalized either independently or together with the simulator purchase team. All the documents created during this consultancy agreement will be of Xamk´s property.

Competence requirements for the consultant:
- suitable education for the job
- a good knowledge of simulator system procurements and tenders
- fluent English both written and spoken
- ability to communicate in Finnish or Swedish is regarded as a bonus
- ability to create technical documents
- excellent and thorough knowledge of latest maritime simulator systems

We expect the consultancy to have at least 5 years of experience as a project manager of big maritime simulator delivery or purchase projects in worth of over 500 000 € and at least one of them should have been worth more than 1000 000 €. The consultant must be independent of all the companies that may leave their offer to the simulator purchase contract.

The budget for the consultancy is EUR 100 000,00 (0% VAT). Tenders exceeding this will not be accepted by the Customer.
