Oslo Municipality, c/o the Agency for Urban Environment has the managerial responsibility for, amongst other things, the operation and maintenance of the road network and urban spaces in Oslo. We currently have four service contracts for the operation and maintenance of the road network. The contract work includes, amongst other things, winter operations that include snow clearing, salting, gritting, and removing snow. In order to ensure accessibility when there is a large amount of snow, polluted snow and snow containing salt must be transported away from the streets. The Agency for Urban Environment has a contract with NCC Norge AS for the reception and treatment of polluted snow and snow containing salt. The service is provided via the use of the snow barge 'SS Terje', which is moored at Grønlikaia. The supplier has permission from Public Administrator for emissions of melt water into Oslo harbour basin from the snow melting plant. The Agency for Urban Environment's contract with NCC Norge AS expires on 31.03.2023. From the winter season 2023/2024 the Agency for Urban Environment needs a service for the reception and treatment of polluted snow and snow containing salt. Description of the need: We need a snow reception facility that can handle at least 500,000 m3 snow over a 12 week period, and a continual flow (short term capacity) of minimum 500 m3/hour. The facility must be able to handle snow that is polluted by, amongst other things, environmental toxins, particles, micro-plastics, sand, gravel, salt, and rubbish. The snow that is planned to be transported to a snow reception facility/snow melting facility partly includes large amounts of salt. The Public Administrator in Oslo and Viken (previously the County Governor) has previously stated that drainage/waste water from landfill sites/processing plants for snow containing snow must be turned into salt water. Alternatively have sufficient cleaning capacity to remove salt/chlorides. The supplier will be responsible for any application for an emission permit for snow melt water. The Agency for Urban Environment does not have areas for the reception and treatment of snow. The supplier is responsible for having/renting areas or sites for the reception and treatment of snow. The reception and treatment of snow must be in Oslo or in close proximity to Oslo. The total amount of snow that is handled can be split between several reception and landfill facilities, and it must be possible to use them from winter 2023/2024. See the annex for further information.
