Framework Agreement for the delivery of office and conference rooms, primary and secondary schools, before-and-after-school care, nurseries and communal rooms in institutions, in Sarpsborg, Fredrikstad and Hvaler Municipalities. The Contracting Authority's independent companies. Other municipal entities, including all official legal bodies and organisations, cf. the definition i the Public Procurements Act § 2, will have the right, but not an obligation, to join the Framework Agreement. The following entities will have an option to join the Framework Agreement: — Sarpsborg Church Council, — Sarpsborg ASVO AS. If, during the contract period, the municipality turns part of its activities into a 100 % owned limited company, or establishes new companies, the new companies will also have the right, but not an obligation, to enter into a contract on the same terms as the municipality.
