Pre-seed capital basically means that Innovasjon Norge (the contracting authority) offers interest free loans to TTOs (Technology Transfer Offices) incubators and business angle networks, that shall invest in start-up companies less than 5 years old. The contracting authority therefore needs TTOs (Technology Transfer Offices), incubators and/or business angel networks who shall manage pre-seed capital. The pre-seed capital shall be matched with a minimum equal amount, preferably from business angels. Start-up companies will be given both capital and the skills they need to prepare for growth.
