The software development is an expansion of existing Aptomar software. Norbit Aptomar AS is the owner of the software on the existing systems and the only supplier who can carry out the development project, which will use the existing programme code. An expansion of 5 Aptomar Workstations, with integration of existing sensors and MBR on Inner Coast Guard is also part of the contract in order to get full exchange of data for all operative units (currently 19 + 2 planes). The equipment is proprietor and only NORBIT Aptomar can deliver compatible equipment for the existing system. 2300000.00 Norway. The Norwegian Coastal Administration intends to enter into a contract with Norbit Aptomar AS for the further development of existing software so as to be able to connect all of the Norwegian Coastal Administration´s units together with MBR. The aim and extent of the modification: a) Connect all of the Norwegian Coastal Administrations'operative oil pollution vessels with remote measurement sensors on board to a general system without the use of the internet (via MBR); b) Use existing Workstations (14 on ships + 2 on planes) for setting-up the MBR network and full utilisation of MBR functionality without the installation of extra hardware on board; c) Expand the system with 5 Aptomar Workstations with new software and integrate existing remote measuring capacities as well as MBR aerials for 5 Inner Coast Guard vessels. The intention of the development project is to expand the existing system's functionality to full data exchange between all units via MRB for building-up and sharing joint operational reports. In addition the intention is to connect the last 5 existing vessels to the MBR network via Workstations with the integration of existing sensors on board these vessels (oil radar). The software development is an expansion of existing Aptomar software. NORBIT Aptomar AS is the owner of the software on the existing systems and the only supplier who can carry out the development project, which will use the existing programme code. An expansion of 5 Aptomar Workstations, with integration of existing sensors and MBR on Inner Coast Guard is also part of the contract in order to get full exchange of data for all operative units (currently 19 + 2 planes). The equipment is proprietor and it is our assessment that only NORBIT Aptomar can deliver compatible equipment for the existing system. The existing systems that are covered by the further development have a re-procurement value of approx. 50 000 000 - 60 000 000 NOK, where the Norwegian Coastal Administration is the owner of more than half of the material and the rest is material on hired capacities. The Norwegian Coastal Administration is of the opinion that the procurement comes under the Public Procurement Regulations § 13-4 b.
