The aim of the procurement is to meet the need for an overview of inspection objects, as well as achieve systematic planning and follow-up of inspections in accordance with chapter 3 on environmental health protection in the Public Health Act. Environmental health protection in Drammen currently uses a manual overview of executed inspections, in addition to the case/archive system ESA. The manual overview is cumbersome to use, time-consuming and it gives a limited overview. There is a great need for a new inspection tool in this field. The tool will ensure compliance with the environmental health protection rules. The electronic inspection tool that we intend to sign a contract for, is adapted to the field. 510000.00 Drammen. The system covers the following obligatory requirements: — The system gives a good overview of inspection objects within environmental health protection — The system registers different types of inspections, including system reviews, self-reporting, inspections, etc. — The system allows inspections to be planned based on self-risk assessment and connect this to a calendar function. — The system allows deviations and comments to be registered and record the inspection history for each inspection object. — The system has good functionality as regards following-up finds in inspections, including checking open and closed deviations and deadlines. — The system is flexible as regards extracting relevant statistics on inspection objects and from inspections. — The system has a good and flexible report generator for showing and editing reports, with options to export and import word, excel, pdf, pictures, etc. — The system is set-up and changes templates in Word. — It is possible to transfer dates for events and processes in the calendar function to the municipality's email system, Microsoft Outlook. — The system is integrated with the municipality's case/archive system ESA. — The inspection tool is integrated with KOMTEK. Drammen municipality already has the basic module Kom Tek from Norkart. The entities that Environmental Health Protection works with and that use a trade system, use trade modules from Kom Tek. Environmental Health Protection must procure trade modules from the same supplier in order to ensure integration. All the inspection objects in the municipality are already registered with land register in Kom Tek's basic module and it includes important information on each property. Justification for the intention notice: FOA § 13-4 states the terms for making a procurement without a competition. § 13-4 b. 2. states that a procurement can be made without a competition if ‘competition is impossible due to technical reasons’. Nedre Eiker and Svelvik municipalities shall be able to join the contract if it is seen as practical. It is uncertain whether other adjacent municipalities will be merged with Nedre Eiker/Svelvik/Drammen municipality. In the event of a municipality merger in the contract period, the framework agreement could also be transferred to other municipalities that would like to enter into the municipality merger, as long as it does not involve a significant change to the contract.
