ANSK-2903-17 SLATE Centre for the Science of Learning and Technology at the University of Bergen intends to enter into a contract with EMANO AS regarding delivery of project management and specific development tasks in the research project ‘Activity Data for Assessment and Adjustment’ (‘Akvititetsdata for Vurdering og Tilpasning’) (The Research and Development project of Kommunenes Sentralforbund (KS)). 1300000.00 Bergen. SLATE's research project ‘Activity Data for Assessment and Adjustment’ has as its goal to develop a framework that structures data generated by pupils' work in and with digital learning tools and tests, handling the data flow between actors, and give access to resources that can lift the pupil further. The framework shall help suppliers developing adaptive learning tools of high quality. EMANO AS will assist the university in developing this framework by providing project management services together with the following specific development tasks: — Develop/establish a model for suitable prgansing of goal related to the schools' local curriculum and the content suppliers' detailed target structure and their relation to the competence goals in the national curriculum — Develop/establish a model for quality assurance of the content suppliers' coding of raw data (the pupils' activity in application and assessment of competence) based on national work on standardization in the field. The model shall also cover quality assurance of similar decoding of raw data. Contracts regarding research and development services are exempted from the procurement regulations when the contractor does not pay in full for the service or if the outcome of the service does not entirely go to the contractor, ref. the Norwegian Procurement Act (‘Anskaffelsesforskriften’) § 2-5. Furthermore the supplier himself help cover the costs of this service together with the University of Bergen, and the University of Bergen will only pay a percentage of the development costs. The contract between the University of Bergen and EMANO AS regarding delivery of project management and development tasks is exempt from the procurement regulations, ref. the Norwegian Procurement Act § 2-5. In any case, this is a service in a specialized subject area, and EMANO AS is regarded as the only supplier with the specific competence to perform the type of learning analytics this assignment demands, ref. the Norwegian Procurement Act § 13-4. A contract will not be entered into before the end of a standstill period. The standstill period expires on 31.10.2017.
