Tromsø municipality would like to enter into a framework agreement for 2 years for electronic multi-dose dispensers on behalf of Tromsø and Karlsøy municipalities. After this, a new assessment of the market will be made. This will be with a view to possible competitive tendering. 2459160.00 Tromsø and Karlsøy. Description of the procurement Tromsø municipality shall, in cooperation with Karlsøy municipality, procure electronic medicine dispensers for multi-dose. The multi-dose dispenser must have a number of necessary functionalities so that the desired gains are achieved. Security must be high in order to avoid and having to supplement with manual processes and corrections after erroneous use. Tromsø municipality has examined the market for multi-dose dispensers and has been in contact with other municipalities who have experience with the different products. We have held a pilot test of Evondos E300. Our conclusion so far is that it is only Evondos that can fulfil the requirements we have for multi-dose dispensers for the service recipients in question. Tromsø and Karlsøy municipalities would like to hire 29-60 multi-dose dispensers in a framework agreement for 2 years and intends to enter into a contract with Evondos AS for this. The chosen multi-dose dispenser shall have: · Alarms to telephones in accordance with defined notification chains. · Medicine that has not been taken must not be given out together with the next dose. · Lockable container for medicine that has not been taken. · The dispenser must check that the correct multi-dose roll has been put in. · The dispenser must function if the electricity supply and telephone network are interrupted. · The dispenser must have battery back-up for power cuts. · The dispenser must read the bags directly for the time when medicines shall be given out (not manual programming). · It must automatically log access control and log who unlocks the dispenser. · The home service must be notified of thefts and attempts at theft. · The dispenser must notify the service recipient by speech, text, sound and possibly speech calls. · The home service must be notified in the event of a power cut or if an electricity cable is taken out. · The service recipient shall be able to provide notifications on other medicines that those packed in multi-doses. · The dispenser must be able to have two separate rolls for flexible refills. · The dispenser must be able to release medicine doses for absences. · The system shall have technical monitoring and support, with an option for remote control by the supplier in the event of an error. · The system shall be tested in several Norwegian municipalities with good results. Tromsø municipality would like to inform the market and hereby gives a 12 day appeals deadline for the above. The deadline runs from the notice date in Doffin. Tromsø municipality asks suppliers who believe that there is no basis to make the procurement without following the ordinary announcement rules in the procurement regulations to make contact by the stated deadline. Tromsø municipality has examined the market for multi-dose dispensers and has been in contact with other municipalities who have experience with the different products.
