Short description

The FCO plans to build a new purpose built Consulate General compound, with office, residential accommodation and buildings services, in Erbil, Kurdistan Region, Iraq. The purpose of the project is to provide a purpose built flexible new Consulate General, from which to deliver Her Majesty's Government's objectives in Erbil, KRG, Iraq.

The site is currently unused agricultural land and is located within a planned future Diplomatic quarter. The Erbil municipality are expected to complete all road, electricity, water supply and drainage infrastructure to service the land and adjoining plots. The FCO proposal is for a compound with connections to municipal provision of services (water, sewage, electricity). The design allows for emergency standby services provision.

A design of the works has been produced. A main contractor is needed to develop, supply, build, install, test, commission, handover and complete;

Compound walls, compound grounds, compound services and compound buildings for this newly relocated British Consulate General.

The plot has a total site size of 93mx103m, with a principle building of a foot print size 26mx35m. The building is designed to have one storey, extendible to two, with small internal light wells, parapets and flat roofs. The compound includes a range of building works.

The compound will include an office building, a flexible staff accommodation block, a workshop, a guardhouse, recreational facilities and other ancillary compound service buildings. The works include above and below ground water, fuel and sewer tanks. The works also include covered gullies, drains, cable runs connecting fenced off service areas to buildings. The works include a ram resistant reinforced concrete perimeter wall, an approach road and internal circulation roads, paving and landscaping.

The design will be built to UK building regulations and comply with KRG, Iraq permissions. The design, supply, build and installation is expected to achieve a BREEAM target of very good. The HMG's expectation is for safety on site, CDM regulatory compliance and statutory compliant waste management. The design is based on FCO Design Guide for sizing, quality and performance.

The construction activities will include, excavations, foundations, substructure, superstructure walls, first build, second build, fit out, finishes, fittings and furnishings. The contractor's work will also include specific detailed design portions to present and have approved. The main contractor will be responsible for the supply, shipping internationally specified items, installation and commissioning of all items. This will include some UK supply items e.g. new ballistic counters, new solid and glazed partitions, new airlocks and specialist doors. The provenance, quality and supply of all materials and equipment used will need to be documented.

Testing, commissioning, handover and the quality of the maintenance manuals will be of equal importance to the quality, timeliness and workmanship of the building Works. An independent Clerk of Works will monitor and report on safety, quality and progress.

The contractor will be required to work alongside and schedule in with FCO commissioned specialist teams for security and interior design. A turnkey solution is required including the supply of furniture to British/EU Standards as specified by the interior designer.

The main contractor will also need to guarantee and provide ongoing post contract back up for;

Operable Access Systems, e.g. Push button operated gates and doors, airlocks, sliding barriers, vehicle blockers.

The main contractor will be expected to coordinate and integrate with nominated specialists, but will also supply nominated parts of the following;

Data Communications / Voice Communications / Audio-Visual Communications / Distributed Communications and Monitoring / Detection and Alarm.

The FCO cannot arrange for the main contractor's security, accommodation or welfare. The main contractor will be responsible for the security of their own staff, their own operatives and their own sub consultants. The main contractor will also be entirely responsible for their staff accommodation and welfare during the duration of the Works. The main contractor will be expected to maintain a presence on the compound, perhaps by using the compound for site accommodation. Access to site is presently unlimited and works could take place at day or night subject to local approvals.

The project will be contracted using the NEC3 Engineering and Construction Contract; Option A. The construction timetable is for a start in mid 2014 and a completion in mid 2015.

Tenders, project information and contract correspondence will be in English language.

A supplier date giving bidders the opportunity to visit Erbil and see the empty site is possible and expected but has not yet been defined. This should fall on Monday 6.1.2014, ahead of the PQQ response date, subject to confirmation. Alternately photographs are available upon request.
