Overhaul of compressors for M300 metro trains

Short description

Pääkaupunkiseudun Kaupunkiliikenne Oy järjestää tarjouskilpailun M300-metrojunien kompressorien peruskorjaushuolloista (eng. overhaul).

Tässä alustavassa tarjouspyynnössä tarjoajia pyydetään jättämään alustavat tarjoukset hankintamenettelyssä. Hankinnan kohteena on M300-metrojunien kompressorien (VV120-T) peruskorjaushuollot.

Huollot suoritetaan laitteen / koneen valmistajan ohjeistuksien ja viranomaisten vaatimusten mukaisesti. Peruskorjaushuollot sisältävät muun muassa seuraavia toimenpiteitä:

· Kompressorien purkaminen
· Komponenttien puhdistus, tarkastus ja kunnostus
· Vaurioituneiden sekä huolto-ohjeissa erikseen määriteltyjen komponenttien vaihtaminen
· Kompressorien kokoonpano
· Testaus ja raportointi.

Huolloissa tulee käyttää huolto-ohjeiden mukaisia varaosia. Huolto-ohjeet ja laitteiden tekniset kuvaukset lähetetään hyväksytyille tarjouksille kilpailun neuvotteluvaiheessa. Niissä kuvataan yksityiskohtaisesti huoltoon liittyvät toimenpiteet ja miten ne tulee suorittaa.

Palveluntuottajan tulee laatia toimeksiantoon liittyvät asiakirjat ja raportit, joihin kuuluvat muun muassa laitteistokohtaiset huolto- ja testausraportit.
Peruskorjaushuoltojen arvioitu toteutusajankohta on tammikuu 2025-tammikuu 2027. Huollettavien laitteistojen määrä on yhteensä 40 kappaletta.

Huollot tulee suorittaa niin sanottuna peruskorjauskiertona, jossa Kaupunkiliikenteen toimesta laitteet irrotetaan junayksiköistä junayksikkö kerrallaan ja lähetetään Palveluntuottajalle huollettavaksi. Suoritettuaan laitteiden huollot Palveluntuottaja lähettää ne takasin Kaupunkiliikenteelle. Tavoiteltu kiertoaika on 5 viikkoa per junayksikkö

Tarjoaja voi tutustua laitteisiin ja M300-metrojuniin. Tämän ajankohdasta on sovittava erikseen Kaupunkiliikenteen kanssa.
Tarjotessaan tarjouspyyntöön Palveluntuottaja vahvistaa Kaupunkiliikenteelle, että pystyy huoltamaan sekä tarkastamaan kilpailutuksen kohteena olevia M300-metrojunien jarrujen ohjausyksiköitä.

Pääkaupunkiseudun Kaupunkiliikenne Oy (thereinafter ”City Transport ") is procuring overhaul of the compressors of the M300 subway trains.

This initial Invitation to tender invites Tenderers to submit initial tenders in procurement procedure. The object of the procurement is the basic repair maintenance of the compressors (VV120-T) of the M300 metro trains.

Maintenance is carried out in accordance with the instructions of the device / machine manufacturer and the requirements of the authorities. Basic repair maintenance includes, among other things, the following measures:

· Dismantling compressors
· Cleaning, inspection and restoration of components
· Replacing damaged components and components specified separately in the maintenance instructions
· Assembly of compressors
· Testing and reporting.

Spare parts that are used for maintenance must be aligned with maintenance instructions. The maintenance instructions and technical descriptions of the equipment are sent to the accepted tenders at negotiation phase of competition. These describe the maintenance-related procedures in detail and how they should be performed.

The service provider must prepare documents and reports related to the assignment, which include, for example, equipment-specific maintenance and testing reports.

The estimated implementation date of the overhaul maintenance is January 2025-January 2027. The number of equipment to be repaired is a total of 40 pieces.

The maintenance must be carried out as a so-called overhaul cycle, where the equipment is removed from the train units by City Transport and sent to the Service Provider for maintenance. After completing the maintenance of the devices, the Service Provider sends them back to City Transport. The target turnaround time is 5 weeks per train unit.

The bidder can familiarize themselves with the equipment and the M300 metro trains. The time for this has to be agreed separately with City Transport.

When submitting to the request for tender, the Service Provider confirms to City Transport that it is able to maintain and inspect the compressors of the M300 subway trains that are the subject of the tender.
