TECHNICAL FEASIBILITY STUDY FOR INTRODUCING TETRA PAGERS FOR CALLOUT IN NORWAY   1       Introduction

The Directorate for Emergency Communication (DNK/“the Authority”) is acting on behalf of the Norwegian Ministry of Justice regarding the introduction of a new digital communication network in Norway for emergency and public safety (the Public Safety System). The Authority is i.e. responsible for the roll out of the Public Safety System; the following up on supplier contracts and user agreements and will administrate and own the Public Safety System when it is completed.

The Public Safety Network is based on Motorola's TETRA technology, while the equipment for the communications centres is delivered by the Austrian company Frequentis.

 

For the Terminals there do exist a supply contract for radio terminals from Motorola. There is also an on-going process for bidding, evaluation and possibly signing new framework agreements for conventional radio terminal types during this summer/autumn.

 

In addition to such conventional radio terminals there are a need by some users for light and small pagers for callout and alerting. We are aware that there is interest in some countries like Germany to initiate further development of light, small pagers with long battery lifetimes according the TETRA Association (TIP); TTR 001-21 Callout specification for Simple Callout (SDS/messages only, no voice) and the proposed ETSI Change Request related to “Service Overview Callout Phase 2”.

 

However, in the short term DNK like to investigate if the existing TETRA pager products already in the market could be adopted or modified to work satisfactorily in the TETRA Dimetra 6.2 network from Motorola, to be upgraded to Dimetra 8.0 shortly and the actual implementation of the Control Rooms delivered by Frequentis.

 

We kindly ask if your company can assist in clarification on the Technical feasibility to use existing products, or with minor modifications could be used, in our network for Callout. In Norway the Full Callout functionality are implemented and also specified in detailed functional specifications developed by DNK. For more information on these Technical specifications valid for the conventional radio terminals and callout you have to contact us. 

Voice capability is not expected for the pagers.

Below are some technical questions addressed for your kind considerations.

 

2       Technical Questions

2.1 
Is the “name of product” - pager compliant to technical specification TTR 001-21 TETRA Interoperability Profile (TIP) Part 21 for Simple Callout?


2.2 If not, what are the relevant specifications?


2.3 The implementation in Norway is based upon the TTR 001-21 for Full Callout specifications. Can the functionality of the pager easily be adjusted to work on such implementation? Voice is not expected.

         
Please provide information about any further limitations or the functionality you might be able to
support.


2.4 Can you indicate the expected battery lifetime for the following three user profiles?

·         «No incidents; x hours»

·         «Low usage, 5 callout and 5 terminal delivery acknowledge & 5 user acknowledge; y hours»

·         “High usage, 20 callout and 20 terminal delivery acknowledge & 20 user acknowledge; z hours”.

Please also provide the above information in bad coverage areas (max TX power) and excellent coverage areas (min TX power).

2.5 If the Energy Economy Mode is available for the pagers, please provide information about the improved battery lifetime.

2.6 The Norwegian network is using TEA2 air interface encryption with Class 3 security. Please confirm if the pager is compliant.

2.7 Please provide description of the pager’s basic specifications, functions, capability and man machine operations


3       Process for technical verification, testing and approval

Kindly provide some comments on how to secure the optimal operation and verification of the interoperability of the Pagers in the Norwegian TETRA network.

Areas addressed like:

3.1 Type acceptance certificate from other public networks/operations

3.2 Pilot testing in Norway, live and simulated

3.4 Acceptance Testing and approval in Norway

4       Possible Technical meeting

We would kindly ask if it is possible for your technical experts to attend a meeting addressing above questions in further details together with DNK’s subject matter experts on the Callout and End to End functionality as implemented in Norway. Such a meeting is preliminary planned for during August.

5       Time schedule

For your kind reply on the questions raised in this document we appreciate your response on the latest 10. August.

 

Kindly also provide some comments to a possible process and time schedule to achieve the necessary design reviews, modifications/correction of the pagers, testing and acceptance to be able to have Live Pagers for Callout in the network by the 1st half of 2013.
