The role of the Nordic planning systems in attracting and retaining large and strategic manufacturing companies

OBJECTIVE:
The main objective of the analysis is to provide the basis for discussions at a political level regarding how the regulation of spatial planning in the Nordic countries can improve the competitiveness in attracting major manufacturing companies.
In addition, the analysis is expected to provide the basis for discussions at expert and civil servant-level on the design and administration of planning and permitting and the multilevel and cross-sectoral cooperation models in regard to attracting and retaining large and/or strategic manufacturing companies.

DELIVERABLES:
The results of the analysis shall be presented in a comprehensive report that contains an analysis and description of the findings and recommendations. The final report should be in the English language and supplemented by visual material and/or animation for effective communication of the results. A summary of the final report should be in English as well as one Scandinavian language (Swedish, Danish or Norwegian). The final report is expected to be presented at a strategic event during Q4 2026.
The winning bidder (the consultant) is expected to deliver a presentation of the planned analysis at a meeting with the Committee of Senior Officials for Regional Policies (EK-R) meeting on 24 March 2026.
The winning bidder is expected to present two interim presentations addressing initial or selected thematic findings and outstanding questions on 11 June and 16 September 2026.

DKK 800.000 excl. VAT.

LANGUAGE:
The tender offer with all documents including any appendices to the solution description, must be submitted in the English language.
The business language in all communication regarding the solution of the task is English.
Questions to the tender notice material with deadline of 20 January 2026 at 12 p.m. must be asked in the English language.
