The Commission intends to obtain updated information and analysis on the economic effects of UMs (and their absence, when UM protection is not available in a particular EU MS) on companies, innovators and jobs, and per technical/economic sectors in the selected MSs. The Commission is also interested in deeper analysis of the interrelation between utility models and patents.

The study would be an input for a reflection on the optimisation of the EU IPR system in the period 2014–2016. The Commission aims to optimise the 'toolbox' available for innovators to encourage and protect their innovation activities. Innovation is of utmost importance for EU economic growth and job-related strategies.

The study would contribute to helping the Commission decide on an appropriate way forward on the issue of harmonisation and/or unitary protection of utility models in the internal market. The results could constitute the basis for any impact assessment of Commission legislative proposals on utility models within the period 2014–2016.
