Short description
In order to address the issue of illicit trade in tobacco products, all EU Member States have to ensure that unit packets of tobacco products are marked with a unique identifier so that their movements are recorded. Article 15 of EU Directive 2014/40/EU and the Commission Traceability Regulation (EU) 2018/574 on technical standards for the establishment and operation of a traceability system for tobacco products require EU Member States to appoint an ID issuer. The concession contract is awarded to a single supplier who will act as a Finland's (including Åland) ID issuer for the tobacco traceability system. The awarded supplier will serve as the ID issuer for products placed on the Finnish market (including Åland). The Ministry of Health and Social affairs acts as a procurement unit on behalf of Åland.
