The Oslo region has a need for a system for emergency water supply. In order to increase the security of the water supply, the municipalities have worked for a long time to establish water pipelines both internally and across municipal borders. The municipalities can, therefore, ensure water supply from several areas, access to several water sources and water treatment plants, which can, more or less, replace each other. A total stoppage of water deliveries in a large area will therefore be less and less probable, but the County Governor has, however, asked about the water supply's function if there is no electricity for 4 and 7 days.
The requirements for the amount of emergency water and the area of coverage are not clearly defined in the laws and regulations. The necessary water need to survive is 2,5-3 litres per person per 24 hours, but if water for hygienic purposes is included 10-15 litres per person per 24 hours is seen as a minimum.
The project's proposal has a dimensioned capacity of 10 000 persons and 15 litres per person per 24 hours, i.e. 150 m³ water per 24 hours.
