Short description

The University of Helsinki invites tenders for the procurement of a social media management system and related social media support and specialist services (‘Social Media Management’).

The Buyer will select the most economically advantageous tender, employing the best price/quality ratio, and will conclude a framework agreement on the Social Media Management services indicated in the invitation to tender with the selected tenderer. The agreement will apply to all University of Helsinki units (including independent institutes) and all units of the University of Helsinki Group (including the University of Helsinki Funds subsidiaries HY247 Oy, Helsinki Innovation Services Ltd and HY+ Oy). 

Tenders can be submitted in Finnish or English. The support and specialist services included in the tender can be provided in Finnish or English. The Social Media Management application included in the tender can be usable in either English or multiple languages (both English and Finnish).


In addition to official accounts, the University’s social media channels include approximately 70 smaller faculty- and unit-specific channels, mainly on Twitter and Facebook. The digital communications team under Communications and Community Relations manages the social media channels, with roughly 20 specialists from different University units serving as users of the Social Media Management system. Social Media Management is used for multi-channel publishing and its management, probing, social media monitoring, communications in exceptional circumstances and crises, reporting, competitor monitoring and, in the future, fee-based social media publishing, whenever possible. This also encompasses the need for versatile support and specialist services.

In the future, the number of users of the Social Media Management system and the related accounts is expected to grow, necessitating the capacity for flexibly adding user accounts and social media accounts to the application.

The Social Media Management system to be procured must be a ready-to-use SaaS cloud service.

The features of the application must enable the implementation of the following areas of Social Media Management in a single application:

-Publishing on social media channels (at least Facebook, Twitter, LinkedIn and Instagram)
-Consultation of social media customers
-Engagement on social media channels
-Social media analytics and reporting as well as competitor monitoring
-Workflows, assignments as well as the assignment of user roles and user grouping
-Other additional services, if any, e.g., relating to social media advertising.

In addition, other specialist services related to social media can be commissioned from the supplier.

The most economically advantageous tender will be chosen based on the criterion mentioned below. Tenders will be assessed against each other based on the clarifications specified in the tenders. The evaluation criteria is divided in parts and will be weighted as described below:

Quality: demonstration 15 %

The process of assessing tenders includes two stages. At the first stage, the tenders received will be scored for sections (1) Price and (2) Quality, on the basis of which a certain number of tenderers will be selected for the next stage (3) Quality: demonstaration. No more than five (5) tenderers will be selected for a demonstration. The tenderers who have no more than 15 points less than the tenderer with the highest score on the basis of sections 1 to 2 will be selected for the demonstration stage.
