DESCRIPTION OF THE PROCUREMENT Junakalusto Oy is preparing a procurement of overhaul of bogies of Sm5 train units (1 million km / 2 million km overhaul). Sm5 train unit is Stadler Flirt (gen. 1) type of train unit. Train units are delivered to Junakalusto Oy between 2009 and 2017. In total Junakalusto Oy has 81 Sm5 train units. For the bogies of the older train units Junakalusto Oy has already performed first bogie overhauls (1 million km). Sm5 train unit consist of four (4) cars which have two (2) motor bogies and three (3) trailer bogies so that the trailer bogie in the middle of the train differs slightly from the two other trailer bogies. The overhaul of bogies will start approx. 2024. THE PURPOSE OF THE PRIOR INFORMATION NOTICE The prior information notice is not a contract notice or invitation to tender, but it is the question of a market consultation / request for information (hereinafter referred to as the “Prior Information Notice”). A competitive tendering is not started by the publication of the Prior Information Notice. A contract notice and an invitation to tender will possibly be published later. The Prior Information Notice does not obligate the contracting entity to implement the actual procurement. Answering the Prior Information Notice is not a prerequisite for the participation in the tendering procedure arranged later. Junakalusto Oy is now gathering information about possible candidates and their solutions on the market and for this purpose Junakalusto Oy publishes the Prior Information Notice and invites candidates to the market dialogue. PRESENTATION OF THE CONTRACTING AUHORITY Pääkaupunkiseudun Junakalusto Oy (hereinafter referred to as ”Junakalusto Oy”) is a contracting entity that shall follow the legislation related to the public procurements and that was founded to procure and hold the rolling stock needed in the commuter train transport of the HSL area. The line of business of the company is to procure, own, hold and lease out rolling stock as well as manage the maintenance and etc. service of the fleet as well as produce procurement services and consulting services related to all these operations. MARKET DIALOGUE Junakalusto Oy invites candidates interested in the procurement to present your solutions, to discuss about lead times for overhauls and to discus about the insights of the procurement in candidate specific market dialogue. These meetings will be held as teleconferences through MS Teams program on times listed below. Meeting times will be reserved in the order of applications by email to

Junakalusto Oy will send the agenda for the meeting to candidates during December 2021. The information gathered in the market dialogues will be used to prepare procurement documents. For the sake of clarity, Junakalusto Oy states that participating to the market dialogue does not constitute such preparatory activity for a procurement that this would preclude the candidate from submitting a tender to invitation to tender (see section 70 of the Act on Public Procurement and Concession Contracts of Water and energy Supplies, Transport and Postal Services).
