Short description

The Kilpilahti industrial area in Porvoo, produces a significant amount of low-temperature heat that is currently wasted as no solution exists to utilise this energy. A preliminary study of the project has been made in 2020. Helen Ltd. as the contracting authority is planning to utilise the excess heat of the Kilpilahti industrial area in the district heating network of Helsinki with up to 600 MW of heat capacity transferred from Kilpilahti, Porvoo to Vuosaari, Helsinki. In Nordic scale the project is significant in terms of size and impact, as it can replace the use of coal in Helsinki district heating and cover a significant amount of the heat demand in the Helsinki area. The project can reduce CO2 emissions in a scale that would have a direct visible impact to Finland’s CO2 emissions on a national level. In this procurement, the contracting authority is seeking a project partner for engineering and consulting services to successfully plan and execute the project described in this EU procurement notification and it's Appendices. Based on the preliminary studies, the total investment cost of the project is approximately EUR 700 000 000-1 000 000 000. A preliminary schedule (subject to changes) for this particular procurement is: • 06/2021 EU procurement notification; • 07-08/2021 decision of tenderers; • 08-09/2021 invitation to initial tender; • 09-10/2021 preliminary tender negotiation rounds; • 10-11/2021 invitation to final tender; • 11-12/2021 decision on the awarded supplier. Agreement signing as soon as technically possible. Please, see more detailed project description and preliminary project schedule in Appendix 1. Option 1: Engineering, Procurement and Construction Management (EPCM) services of Kilpilahti Excess Heat Recovery Project. Option 1 is mandatory to be offered within the tender. Option 2: document management service for the duration of the project. Option 2 is non-mandatory. This contract is not divided into lots as the contracting authority sees benefits in having a single service provider responsible for the services due to time schedule requirements and flexibility in the availability of specific competencies over the lifecycle of the project.
