Short description

This notice is not a contract notice or an Invitation to Tender, but a request for information (RFI) for the suppliers on the market (hereinafter referred to as ‘Request for information’). The contracting entity does not start tender by publication of the Request for information, but a possible contract notice and an Invitation to Tender will be published later. The request for information does not oblige the contracting entity to carry out the actual procurement. Responding to the request for information is not a prerequisite to participate in the invitation to tender. No compensation will be paid to suppliers responding to the request for information or possible market dialogue participation. The contracting entity i.e. the Joint Authority of the Helsinki and Uusimaa Hospital District (hereinafter referred to as ‘HUS’) is preparing a procurement of an operating microscope required in the long lasting reconstructive plastic microsurgeries for the Park Hospital Surgery Department. The estimated value of the procurement is approximately EUR 415 000.00. HUS is now gathering information about the devices on the market as well as the market views of the existing suppliers in relation to the procurement and publishes for this purpose the request for information. The Finnish version of this request for information has been published on www.hankintailmoitukset.fi with the reference 2021-070984 and on www.ted.europa.eu with the TED reference 2021/S 079-199930. Contracting entity HUS is responsible for Finland's largest hospital district. HUS produces specialised health care services for 1 500 000 inhabitants of its member municipalities and is responsible for in addition, some special level services throughout Finland. HUS Logistics works throughout as joint procurement unit of HUS and also takes care of the logistics services of HUS and medical engineering services. All HUS hospitals and treatment units are customers of HUS Logistics. In addition, HUS Logistics provides services to those HUS member municipalities and to those Helsinki University Hospital Spesific Catchment Areas that have signed a service agreement with HUS Logistics. The object of the procurement The object of the procurement is an operating microscope used in the reconstructive plastic microsurgery. The operating microscope should have a particularly high magnification feature and good ergonomics. The microscope will be used for suturing extremely small blood vessels, lymphatics and nerves. Especially suturing the lymphatics and nerves requires a particularly high magnification operating microscope. Required features of the device (minimum requirements): — two minimum of 8 x oculars, both with height adjustment; — magnification of minimum of 55 x with the standard lens, possibility to a magnification of 77 x with an additional lens; — 8:1 zoom; — handles and foot pedal are easily adjustable and include focus and zoom controls; — automatic microscope balancing; — the arm of the floor stand is long enough to make the placement of the microscope easy and does not impair the ergonomics of the users; — assistant stereo optics; — possibility to connect the image to an additional monitor; — integrated high-quality camera and video camera, image and video saving possibility to internal and external memory; — HD/4k display as part of the microscope; — possibility to adjust the brightness of the light output; — resolution at least 100 LP/mm; — integrated fluorescence imaging; — easy and light to move, wheels underneath, possibility to lock the wheels. In addition to above-mentioned features, the supplier must ensure functional and quick maintenance and good availability of the spare parts of the operating microscope. The contracting entity requires user training and instructions for use in Finnish. In addition to the device, the object of the procurement includes sterile blankets for the operating microscope. The list is not exhaustive and the object of the procurement will be specified in the Invitation to Tender. Request for information/market analysis HUS asks suppliers on the market to answer specifically to the following questions: 1) What is the range of the operating microscopes you offer? Do you have an operating microscope with all of the above required features (minimum requirements)? 2) What is your role in supplying operating microscopes? Do you manufacture/import/distribute the devices? Do you supply the devices to customers yourself? 3) What level of maintenance and under what conditions are you able to provide? 4) What kind of user training do you provide? How extensive user training is included in the price of the device? 5) What do you think about the required features of the device (minimum requirements)? What other minimum requirements should be set in your point of view for the device to be procured and for the device-related supplies? 6) In your view, how much previous experience (=references) should be required from the suppliers? How extensive are typically the supplies of these kind of devices (eur)? 7) In your view, what other suitability requirements should be set for the suppliers? 8) What kind of quality comparisons (e.g. trial run, value-added features score) should be used in your point of view?

Answers to the questions above as well as any other comments and notes are requested to be submitted in Finnish or in English by email to jenny.wihonen@dominushankinnat.fi on Wednesday 5 May 2021 4 p.m. (Finnish time), at the latest. The message should be titled ‘HUS RFI: Operating Microscope’. HUS also reserves the right to conduct market dialogue(s) via Microsoft Teams application with the suppliers who have responded to this request for information. Possible market dialogues will be organised after the answers have been submitted to this Request for information on week 20 and/or 21. Discussions will take place in Finnish or in English.
